Assess Your State’s Registry
System Scope (What are you responsible for?)
- How many functions does your registry perform?
- How many workforce members do they serve?
Operational Capacity (Where are constraints showing up?)
- What is your average data request turnaround time?
- How many requests are currently backlogged?
- Do you have dedicated data cleaning and analyst capacity?
- Have initiatives or PER alignment been delayed due to staffing constraints?
System Reality
- What operational tier best reflects your current system?

Why This Matters
What we have today is not a data deficit problem. Registries across 44 states already hold extensive workforce data representing more than 2 million professionals.
To make meaningful progress for states and the workforce, we must address the real constraint: limited operational and staffing capacity.
This capacity constraint is already resulting in:
- Delayed data access that slows policy decisions
- Limited ability to implement and sustain technology solutions
- Workforce investments that cannot be fully deployed or evaluated
Staffing is enabling infrastructure. Without it, workforce data systems cannot meet current policy and funding demands. Absent targeted staffing investments, states will continue to underutilize the data systems they already built.
