This web-based system provides use of data to determine levels of quality of staff qualifications, curriculum, family engagement and program administration and has the ability to integrate data from other sources based on quality rating standards. WELS is a tool for technical assistance programs by providing a web quality improvement plan for multiple users for supporting technical assistance for sites. It is a system that is able to collect consistent data for accountability and evaluation.
